You make a new layer so that when you add the layer effects, it doesn't apply to the entire background, and also so that you can select the circle with ctrl+layer.

I have a question: When you first start by creating a new background, do you draw the circle on the background or do you first open a new file (background), open a new layer and THEN draw the circle on the new layer? Or does it matter whether you
draw the circle on the background or a new layer?

I liked your tutorial very much - some good techniques there - I appreciate the amount of time that you must have put into it.
I really would like you to show us how you did the electric blue "sig" on the banner. I have seen and ploughed thru many grunge-type sigs but I would really like to know how to do a more "collage" type
